Developments in various development sectors are one of the main goals in realizing the prosperity of the people in a fair and equitable manner, this is in line with the state's responsibilities as stated in the Preamble to the 1945 Constitution of the Republic of Indonesia which states that the state has an important role. important in advancing the general welfare and the intellectual life of the nation. Based on these provisions, the state through the Regional Government sector has made a lot of efforts in carrying out all development actions through the Regional Revenue and Expenditure Budget that has been provided. However, in practice the government as a Budget User still often encounters several obstacles, especially in terms of project funding to be carried out. As we know, the source of funding that should come from the Regional Revenue and Expenditure Budget often cannot cover the entire financing of existing infrastructure projects. As is the case with regional developments which continue to require large amounts of infrastructure investment, the limitations of the Regional Revenue and Expenditure Budget in financing infrastructure development are often the cause of an inadequate funding gap. In following up on these obstacles, the Government can try to optimize it through alternative project development through a collaboration with private business entities as providers (Public Private Partnership).
