Abstract

The legal substance factor as a factor in the rampant smuggling of lobster seeds is the difficulty of becoming an exporter of lobster seeds related to the requirements for sustainable cultivation and harvesting and feeling safe for smugglers because they are legal companies so they try to cheat by carrying out administrative smuggling by manipulating the data on the number of lobster seeds. Regarding the factor of the problem of law enforcement competence so that there is no preemptive activity in the community related to coaching, counseling and activating participation in the prevention of illegal fishing and collecting of lobster seeds, this is more due to the lack of duplication of knowledge about lobster seeds in community service groups. In addition, from the knowledge side of the members of Sub-Directorate IV Tipidter of the Directorate of Criminal and Criminal Investigation of the East Java Regional Police, they do not have in-depth competence, especially related to knowledge of lobster seeds, for example regarding types of lobsters, calculating lobsters, weighing, chopping or adding lobsters, as well as making special treatments when confiscating evidence in the form of seeds. lobster currently still relies on coordination from BKIPM alone.
